Cage didn't seem sure how to handle player choice for a single protagonist story compared to multiple protagonists (Heavy Rain and Detroit). I think the only reason the story was told nonlinearly was to disguise the inability to meaningfully affect anything that happened later.

"As with any David Cage game" hahaha. My friends and I had played Heavy Rain over and over, exploring the different endings and figuring out which choices mattered and which didn’t. We were initially hyped for Beyond but the rails became very obvious very quickly.
