As a side note, 12 Nobel prize winners were graduates from City College of New York or one of the other free NYC city colleges at a time when tuition was free. My guess is that many were immigrants or children of immigrants. Free tuition offered them a chance to truly develop in their fields.

Technically, the NIC is already under the Office of the DNI. It is unheard of to fire such top people.

I was a 25-year veteran of the intelligence community, when I was hired as a cadre employee of Office of the Director of Intelligence. For the first year or two there (I cannot remember the exact length of time) I was a probationary employee. You are exactly correct.
