There has been a response. Nato launched Operation Baltic Sentry at the start of this year to up surveillance of rogue ships in the Baltic Sea, damaging undersea cables. That appears to have been a success so far. And the alliance has said that by the end of 2027 it will have a new anti-drone system. The West's physical response may have begun, but it's clear there is a psychological battle here: to educate and inform populations about what is going on in the shadows and be aware of how Moscow wants societies to respond. That is the challenge ahead of what might be coming down the road. "What Russia could do next is a frightening question to ponder," said Braw. "You almost become paranoid thinking about what Russia can do. And then when Russia introduces its next form of grey-zone aggression, you realise you weren't paranoid enough."

The investigative journalist, Christo Grozev, who has researched Moscow's spy network, said that the key figure is Andrei Averyanov, the deputy head of the GRU, who runs a fairly new unit called the Department of Special Tasks. "I basically trusted Vladimir Putin," said Lord Robertson, who headed the alliance between 1999 and 2003. "Looking back, I often wonder whether we should have done more at the time." Now? "Russia is clearly at war with us. I've no doubt at all that even though we're not at war with them, they've clearly declared war on us." Lord Robertson was one of the authors of the UK's recent Strategic Defence Review and he believes the public just isn't aware of our present, ongoing conflict. Because this isn't conventional warfare. It's not tanks rolling across borders, soldiers marching through cities, with the sound of gunfire in the air. It's a conflict far more subtle and sinister, so much so that you don't even know it's crept up on you. This is hybrid warfare, which I've been looking into for our latest episode of FourSight. A mix of sabotage, subversion and psychological meddling that acts in a grey zone somewhere between skirmishes and all out war. It's happening all around Europe right now. In 2024, there was the foiled assassination of the chief executive of Germany's largest weapons manufacturer; explosives hidden in packages in Lithuania and sent via DHL and DPD to Germany, Poland and the UK; and a huge fire destroyed most of a shopping mall in Warsaw. These are the activities you may not have heard about, alongside the ones that you have: drones flying into Polish airspace and over military bases in Denmark; jets crossing into Estonia; and the destruction of underwater cables in the Baltic Sea. The hand of the Kremlin is at play in all cases, say Western governments and their intelligence services. Some analysts think there could be hundreds of acts of sabotage on behalf of Russia in the last three years. But Moscow continues to deny any such sabotage. And in the case of the damage to the Nord Stream gas pipelines in 2022, while Russia was initially blamed, it is Ukrainian citizens who now stand accused - with the government in Kyiv claiming they had no involvement. "Most people don't realise the extent to which Russia is trying to harm our societies," said Elisabeth Braw, a senior fellow at the Atlantic Council. "That has to do with the fact that our governments, understandably, try not to alarm people. But as a result people don't really realise what is happening." Take an arson attack in Leyton, east London, in 2024. The men found guilty were all small-time criminals in the UK. The ringleader, Dylan Earl, was a man from Leicestershire who'd been recruited online by the Wagner mercenary group. He was sentenced to 17 years in prison. A week later, a French court jailed four Bulgarians for their role in damaging a Jewish memorial in Paris. The judges said foreign interference was "indisputable", , with Russia the most likely culprit.
