The Department of Justice's Use of Force Policy explicitly states that firearms may not be discharged at a moving vehicle "unless...no other objectively reasonable means of defense appear to exist, which includes moving out of the path of the vehicle".

The laws say officers are not to get in front of vehicles or shoot there front of a vehicle. He was a seasoned officer. He walked directly in front of the vehicle gun drawn. He shouldn't be doing the job if he has ptsd.
