OKAY I FOUND MORE INFORMATION ON IT! Apparently it was called the "Dream in Style" campaign and they were definitely trying to appeal to the teen demographic. I knew I remember it existing as a kid but I wasn't too sure if I was right.

Okay so does anybody else remember this? Back in like I think the mid 2000s, Powerpuff girls was trying to appeal to older girls by making them look like young ladies and sell beauty products.
These were the only two pictures I could find but I swear there was more to this campaign!

One of the weirdest things that creeped me out growing up (and I don't know why), was this box art. Now, the game itself was fine in fact I find it to be very creative given what system accessory it was paired with, but I could not look at that box art. Just creeped me out.

I'm not even a fan of Dragon Quest, nor have I ever played any of the games, but I want this controller.
