I'd feel a lot more comfortable about this if "reasonable steps" was actually defined. Also if "social media" was defined.

How Australia passes super vague laws then leaves interpretation up to ministers or officials is actually pretty weird by global standards.

We are generally way too overconfident in understanding adversary intent.

Activity is straightforward, attribution is tricky and intent is often opaque and relies on organizational politics and bureacracy inside organizations.
