Simply to make it more difficult. They figure if they make it annoying or painful enough to keep up with just the paperwork. Fewer people will get the healthcare they need. The cruelty is the point.

Had a dear friend who suffered from permanent hearing loss for the rest of her life after having measles. MMR vaccines do more than save lives, they ensure that people can have a better quality of life as well.
