I've seen speculation it could be ablative material beneath the tiles, or the effects of tile experiments.
We might never know the real answer though, unless m*sk talks about it on the bird app.

If it was glowing that significantly, if at all, it would not have survived reentry.
At this point in flight there has been little aerodynamic heating for the past few minutes, so for it to be glowing by the time it made it to the ocean, it would have needed to be much hotter during peak heating.
