if I understand correctly...the gov't lawyers focused on arguing against the lower court's TROs...but didn't argue for a stay of its enforcement order (the consequences of the gov't violating the TROs)

if those charges get wet, or even damp, that's a good way to have a round drop short.
155mm charges are usually stored in cylindrical canisters that make them less vulnerable to this than 105mm ammunition. still, why take the risk by firing over a highway if there's no need?
