Just one of the problems is that in recent years much of the housing, including apartments, that have been built have been built and marketed (and priced) as “luxury” housing.

I had a husky mix growing up in Maine. We would have to go out and put his leash on him to get him to come inside in the winter. 😆 He was also part retriever, it was equally difficult to get him out of the ocean. (Granted, he was also very poorly trained.)
