I do understand that view point, but the approach most journals are taking is to avoid being accusatory and instead tell authors that 1) all uses of AI must be declared in a statement within the article, and 2) please fix these non-existent references.

To clarify - we are checking that all cited references actually exist. We cannot check that each reference actually says what the author says it does - not enough hours in the day for that unfortunately

I’m EIC of a scientific journal. We are currently checking the veracity of every reference in every paper we publish - while we wait for our publisher to roll out a tool to do it for us
