Q: Will the Great Highway close BEFORE a plan to create and fund the park is accomplished? A: Prop. K’s passage would likely cause the highway to close to car traffic within 10-12 months at the soonest. Designing a new park would take additional years and require funding. The process would not begin until the city altered its coastal land use plan and got approval from the state. However, the answer to this question may depend on what you consider a park. Some already describe the road without cars that way, and it is the parks department that would be responsible for maintenance of the car-free road.

Prop K: Closing part of the Great Highway to cars Q: Do we have any true numbers for how many cars travel every day on the Great Highway? A: All statistics have limitations, but a report from the San Francisco Recreation and Parks Department and Municipal Transportation Agency offers some insight: In a Fall 2023 count of bi-directional traffic, the agencies recorded an average of 14,471 vehicles a day on the Upper Great Highway. They recorded an average of 4,000 daily weekend visits to the car-free Upper Great Highway.

Prop C: Creating an Inspector General Q: Has this proven effective in other cities? Is this a norm or a novelty? A: Dozens of cities and states have inspectors general, and Prop. C’s authors cited places like Baltimore, Philadelphia, Chicago, New York City and Los Angeles County as models. In Atlanta, an Inspector General investigation led to the firing of the city’s Human Resources Commissioner. More recently, however, the office has faced backlash from two city council members after investigating them for potential corruption, and elected officials responded by creating a commission to review the Inspector General’s policies and procedures. The New York City Department of Investigation, equivalent to an inspector general’s office, partnered with federal officials to investigate Mayor Eric Adams, who was recently indicted on bribery and fraud charges.
