To create a predictable glidepath for foreign firms to enter the market. Current law requires domestic assembly and 70% domestic content to sell to transit agencies. Idea is to give a new entrant a chance to compete before establishing a full plant and supply chain.

We didn’t find evidence that the manufacturing workforce was driving costs - those folks build what their customers order. Wouldn’t explain the variance across agencies ordering largely similar buses or the comparison to autos, where prices have declined
