there's a lot of worldbuilding in one piece, especially with the oceans, so them saying "to" instead of "through" is the best way to put it! you have to find the route first before you can continue your journey! (i hope that makes sense!)

the grand line is actually an ocean route! finding it is difficult enough, and maps are pretty much useless after you enter the grand line because of how the ocean in one piece works - as in, islands can disappear/reappear and move on their own in some places
