It's the amiibo cards, they used to be really expensive until people found a way to dupe them lol
So you can either make your own or there's etsy sellers that sell them and you can just select the villagers you want from them

Easy way to make them move out is having the campsite and then using cards to move in the villagers you want since you can swap them for specific ones u dont like
