SkySweeper was designed in the 50s but even at that time was capable of "defeating aircraft flying at 1,000 mph (1,600 km/h) at altitudes up to 20,000 feet (6 km)"
granted it's not quite 9km but we're talking about a weapon from 70+ years ago

perhaps long range, large bore AA .. but even then- how to produce them quickly
