Under Obama, congressional Republicans exploited every single procedural trick in the book to gum up his agenda, while being the minority party.

The cost of its services is the USPS's only source of revenue. So postage, PO boxes, etc.

Plus there's a nearly 20-year old law requiring the postal service to pre-fund retiree health benefits for every single employee. I'm not sure how it works but it always looks like a loss on the balance sheet, and it's a manufactured crisis entirely to make the service look bad.
