I would probably say so, only one crossover at the down end. They probably defaulted to East Pakenham as there’s a lot of City Loop works so they probably have to put buses on anyway. And using East Pakenham probably saves at least 1, but probably 2 or 3 Vlo sets being stuck out east.

Hm, think it might be viaduct works between Flinders St and Southern Cross, or at Southern Cross itself? Noticed some odd platform allocations at Flinders Street today but wasn’t there long to notice any bigger patterns.
