In that particular case, it makes perfect sense : you build your board efficiently, and you win. But in bracket 2 (in which the game changer list applies) the games are usually more slow, leading to more boardwipes and rebuild phases thus fotd is king.

Yes, i admit it is not the most obvious card letting you win. But from my experience, even in non landfall decks, what the card provides you in terms of board presence and resiliency vs wipes is astonishing. It usually is the secret winner of the game and in that regard is a "game changer"
