So they've given more details on this now. Wipes are still going to be a thing for PVP every 6 months ish. They've also said about a 2nd pvp version without wipes but thats still drawing board for the time being.
PVE is already wipe optional.

Usagi will email prior to them going live. They're the only one I follow but I think its that and instagram for keeping up with most of the bootleggers. I think they try to keep pretty quiet to avoid litigious eyes.
