It's to East San Pedro, the fishing village of mostly Japanese immigrants that existed pre-WWII. When Pearl Harbor was bombed, within days the adult men were arrested, their families detained, and the Navy bulldozed most of it shortly after. The residents were the first to be interned.

It is hugely ironic that ICE is staging at the Terminal Island Coast Guard station - which has this memorial right outside the entrance.
