- 24h time format setting (instead of 3PM see 13:00)

Like I could balance out so that both teams get equal amount of "votes" and then it might be that the end result favors one team over other. This just would be an easy fix for the "default maps" problem

- No more asking teams @ registration
- Everything is driven from users individual setting (SQ)
- E.g. you sub in someone who wants to ban screen & tourney has screen bans enabled -> starts showing "ban screen"
- Also show it for scrims
Thoughts?
+ New layout
+ Look for scrim in a time range, requester selects the exact time
+ Map/mode preferences incl. tournament map lists
+ Show if someone wants to avoid screen (tournament changes too)

Discovered a performance regression that made loading match data quite literally 100x times slower. This is now fixed.
