Haven't seen that particular point brought up, it's already the most heavily used public transit system in the country.

Less traffic in that area is supposed to help the buses run better, some days you can walk faster than the buses cause of traffic.

Cars driving into Manhattan (south of Central Park) are now charged $9 a day. The purpose was to lower traffic in the most dense parts of NYC and raise funds for public transit.

That's exactly what Double Jeopardy is for, appeals are for guilty verdicts or civil cases.

Show me a Supreme Court case that overturned a not guilty jury decision of a murder trial.

Double Jeopardy prevents the appeal of a not guilty verdict by the jury, the DA can't do anything if the original case is decided for the defendant. There's no "plus" here.
