Vital that there should be an independent agency or government department responsible for noise measurement. I want to complain about Heathrow noise this morning - incoming jets from 04:35 over SE London. But I'm supposed to contact Heathrow! Ridiculous!
It's unclear at this stage. Yes, the noise will be measured probably by the airport.

As you say it is predictable that four carriages are insufficient, but it's ALWAYS four carriages at weekends. If there was serious political representation for residents along the Windrush line, maybe things would be different.

I'm disappointed in HACAN East's response. You've focused on implications for operations close to the airport. The main effect of more noise, will be felt by those living under the LOW CONCENTRATED flightpaths.
We've met with City Airport re: its proposal to alter the gradient used by planes. The situation is better than first seemed. City has asked CAA to allow the A320 neo plane to use a 4.5 degree gradient. But all other planes will still use the 5.5 degree gradient. Public consultation later this year.
