My mom just said they look like maybe they were used for separating files. They are definitely straight knitting needles that were bent for some purpose. My first thought was disposal.

Absolutely you are not. I always buy at least one ball extra and if the pattern is very cropped I buy two or more extra.

The allergies mostly aren't an issue. I live in Alabama so wool only really makes sense for maybe a month out of the year. But I hung around an LYS for a few years and the hand dyeds are sooooo pretty.

I like the idea of adding another smaller yarn. However, considering that this is currently a more transitional weather period you may need to consider adding more colors to your pallet. Or maybe using different colors of the lace/fingering held together.

I would slip the two stitches purlwise (so that they aren't twisted) and then pass the first stitch over the second. This instruction only really seems to make sense if you are binding off stitches in the middle of the row where indicating the left hand needle tells you which stitches to bind off
