Well a) D&D levels only go up to 20 b) any spells you get 13 or above the enemies get too c) every DM knows how difficult high lvl combat is to balance because some of the spells are RIDICULOUS

I've heard it's really hard for a lot of people but I just slapped Spirit Guardians on Shadowheart and had Halsin absolutely wreak havoc as an Owlbear. I was a Bard casting Shatter for AOE damage.

I recommend giving him equipment / scrolls that gives him Misty Step.
The Mobile feat is also handy because that means he doesn't trigger Attacks Of Opportunity after a melee attack 😊

You may want to throw 200 gp at Withers to restat him. Try running him as a Assassin and give them the dual wielding feat and give him two longswords. Don't forget to use Cunning Action Sneak Attack / Hide so it's only a bonus action. 😊
