When the state doesn’t meet the needs of certain communities, rebels can step in and provide alternative institutions that respond to local demands. This setup lowers the governance costs for rebels and helps them collaborate with civilians to keep these institutions hidden.

🪖 Traditional theories argue that rebels need full territorial control to govern. We challenge that view, and argue that low state responsiveness toward rebel-aligned populations creates openings for insurgent institutions, even in state-dominated zones.

🇨🇮 I evaluate the argument by leveraging a natural experiment from Western Côte d'Ivoire, where more legitimacy-seeking and more legitimacy-indifferent armed groups came to control proximate and highly comparable communities because of an arbitrary ceasefire line.

The article starts from the observation that most communal conflicts take place in civil war-affected countries, yet armed actors are under-theorised in communal conflict processes. Moreover, armed actors are primarily seen as violence agitators rather than restraining forces.
