Could be something like “Trump shoots and kills someone on Fifth Avenue, and has immunity, because he was acting in an official capacity to test the limits of presidential power.”

Along with all the other Republican members of Congress who had to have known about the Ethics Committee findings, and didn’t immediately speak out against Trump wanting him to be AG.
