My local council charges £18 per week to put a small skip in the road and it cannot be placed on the pavement. A car in the same location is free all year and it won't be penalised if part of the vehicle is on the pavement.

Bogota closes lots of city roads to motorised vehicles every Sunday for several hours (La Ciclovia). This is a Park Run style event for cyclists/walkers/runners which could be adopted in the UK but I doubt many councils would be up for it.
