That's your assumption. I live in a rural area that is not incorporated or unincorporated. The closest town is a resort town where the median home price is $1.5 mil. Doesn't make sense to expand the scope to include them. My neighborhood has a local school. My house was $400k in 2017. $730k now.

This is an interesting question. The only reason I can afford my house is because I purchased it in 2017 for $400k.
I support altering the infrastructure so that people can live where they work. This is easier to accomplish by taxing the folks who have most the wealth.

Every person matters. Every person who works full time should be able to afford live in the city they work in.
I understand context. Some cities are less expensive (also have lower salaries). People are obsessed w/ generalization at the expense of individuals.
These structures can be changed.

Over half of families qualify for free and reduced lunch. What do tell folks on assistance? Their food is cheap? These stats you produce serve to reinforce the current infrastructure of savage inequalities.
