Building out the power plants is again much, much cheaper and faster with solar/wind than with gas, coal, or nuclear.

Charging what the market will bear does make some sense at some levels, as energy generation moves away from fuel dependency, prices will stabilize.

Many utilities, certainly here in Florida, employ what's misleadingly known as cost recovery mechanisms.
Which means they bill the rate payers for the renewable generation BEFORE it's built, build it - then sell us the power from it.
