Government's view would (presumably) be that an administrative change of this nature is small, and bounded. Estimates of the costs of governance change vary wildly (Government's impact assessment in 2011 is below - assuming the cost of transition would be pretty nugatory)(4/)

I should say that I love this map, as I love other attempts at drawing regional boundaries for England. But nothing will I think beat the idea of organising regional government around the ITV regions
