I want to read what they're actually talking about. Thank jeebus he's got a lot of career military people and attorneys between him and the actual contracts. He can prance around all he wants, but there are more people who actually care about getting it right.

(I'm an engineer working as a program manager in defense) For a dude who says a lot of wrong things, this isn't one of them. Striving for perfection prevents progress. You have to make sure the safety/mission critical stuff is part of that 85%, but perfection on the rest is an impossible ideal.
