It's a false flag. It's a trail crew association tattoo. Rebranded in 1919, it's in their insignia. Though he did apparently cover his Totenkoph with a Norse tattoo, so not a good look anyways.

Did some research on this. It's a Trail Crew Association tattoo. It was funded in 1919 and its purpose is for volunteers to create recreational trails in the Appalachian mountains. It was formed in 1919. It's actually just an insane coincidence.
