Everyone should know that SDOT does not plan well. Back when they were putting in the Green Way on 21st Ave SW, they dug up the worst part (between 22nd Ave Sw and SW Dawson) in October or November then left it during the darkest time of the year for commuting. No explanation from SDOT as to why.
