But much more seriously - to the extent that facilitation of return is a limited policy for lawful return - ICE HAS ANOTHER PRACTICE TO RETURN PEOPLE REMOVED ILLEGALLY. Congress calls these “wrongful removals” and demands an annual briefing on them, e.g.:
