Are you sure? That's not what the paper says which explicitly contrasts it to a similar program in Turkey that works as you describe.

Brazil provides an unconditional monthly income for life to the daughters of military parents who've died that on median is equal to $2,250/mo and where some go up to $15k a month. Based on 30,400 daughters a recent study found that a UBI of $1,300/mo could likely decrease earnings by close to zero.

Fascinating new study here that suggests even an extremely high universal basic income would not have the labor supply impacts that UBI skeptics fear. It suggests that a ~$15,000/mo UBI might only reduce employment by 10% with no impact on those who remain employed.

Work requirements don't work and means-testing discourages employment.

UBI is the way to go.

The results of the Dutch experiments were that dropping work requirements and instead trusting people to find work didn't decrease work and also led to increased trust in return, plus better health. Not clawing back benefits as income increased led to more employment.

Combine those, and that's UBI.
