All of that sums up to: it's up to Congress to take specific steps to limit the president's powers in use of military force.
Unfortunately our current Congress has not shown any willingness to protect its scope of powers against the current administration's overreach.

We donate some with every paycheck. They are doing such important work

It certainly makes sense that if something is destroyed any high-risk area that the compensation should go to moving to and/or building in a much safer area and return the high risk area to nature habitat, or if it makes sense agriculture.
