It's a California thing for winter air quality. The price always increases. We get temperature inversion in SoCal in the winter months. Our smog gets trapped.

I was in northern Indiana one February, doing an inspection on two ambulances we were purchasing in Goshen. It was very cold with a lot of snow lying about. Different than San Diego County. 😎
