For purposes of this argument, the reasons why the dollar has intrinsic value and is not part of a ponzi scheme are completely irrelevant.

The dollar is back by the full faith and credit of the country, so has intrinsic value and is a store of value, i.e., it's currency. Bitcoin isn't, and doesn't.
