There is trickle down effect with the unconstitutional IPTA LAW which has Police baked into the mental health system in NS. The Benchmark article on the law written by J. Shaw (Dal) has been ignored just like the 101 recommendations to the law that Bill Leahy and Judge La Forest put forth in 2013.
