My understanding of the rule is: if it had happened in the field of play, would it have been called a fumble or an incomplete pass? If it would have been an incompletion in the field of play it is an incompletion in the end zone.

The issue here is that anything other than Democratic support for the House CR would force Johnson to call the House back into session, seat Grijalva, and risk having the Epstein process move forward.
