I think the point is that, if you aren't careful, a fender bender is a risk – so everyone has to be more careful, slowdown, and communicate/negotiate with opposing traffic. The point is to discourage through traffic (ie non-local) and slow traffic that does go through.

Wouldn't making it a profitable place to build make mean that there is either less restrictions or more density (since they probably aren't subsidizing the land)? I feel like those would be good things if you want to induce more housing.
