UKRI’s budget - Over the four years 2026 to 2030, total funding for UKRI will be £38.6 billion. The annual budget in 2029/2030 will reach nearly £10 billion. Based on current inflation forecasts, the UKRI budget will be broadly flat in real terms across the later years of the review period.

While we have seen a big cash increase in investment of 24% in R&D since 2018, much of that has been eaten away by the effect of inflation, with the increase just 2% when it is factored in. There are also welcome increases in public investment, but concerning decreases in business investment.

This week's ONS data shows that total Government expenditure on R&D (GovERD) increased in cash terms to £17.4 bn in 2023. However, high inflation has eaten up much of this increase. The 2023 data also continues a downward trend in the proportion of GovERD expended within UKRI.
