Both Specialized and Trek have fairly upright, step-through frames, and it should be pretty easy to find a place that stocks them.

Some of the more bespoke options are nice, but also expensive, and seem to prioritize twee over functionality (if that makes any sense)

Okay, so some of the reports about the safety of DC's waterways are overblown (I've inadvertently ended up in both the Potomac and Anacostia, and lived to tell the tale).
