How about goblins? Kua-toa? Drow? Red dragons? Mindflayers? A lot of the time the moral dilemma is skipped by them attacking on sight, but it can get iffy at times. Are the goblins aggressive or are we just trespassing? There's an inherent disconnect between sentience and always evil alignment.

I think that, fundamentally, they do not understand soft power. They seem to think it exists independently of the things that feed it, like US Aid and alliances. That you can actively screw over your allies and still have soft power over them.

It seems they believe that the main problem is not that Russia invaded a sovereign country in Europe, but that doing so made Europe mad at them, and we can't have that because it's bad for business. Or something.
