I suspect @tesla will argue the autonomous driving software means they meet pedestrian protection standards. Ultimately it is a bureaucratic decision. Eg we choose not to apply the same standards to commercial vehicles. So, yes I agree with you. Bureaucrats never expose self to risk/fallout.
