And this point is essential: bsky.app/profile/amer...
13) I think Dem leadership still suffers from frame drag. They think it's the 90s. Trump is dismantling the powers of Congress. They have to rise to that moment and demand big things.

Vought is expanding the playing field to thinks off the table. Dems need to do the same.

And I want to lift up this point. We need to press congressional Dems to hold out on this issue, though we may understandably think the pressure futile this morning. bsky.app/profile/amer...
7) If it were me, I wouldn't agree to fund the FSGG approps bill that funds the WH/OMB without policy riders that take away the administration's funding to pursue things like impoundment, etc. Why should Russ Vought have any staff? Saying "no" here is a policy win. If they do it.

Pelosi is the person most responsible for the Affordable Care Act and our initial robust response to COVID. For that, she deserves both immense gratitude and a place in history. But we really need to undo some of the key institutional shifts she consolidated (though didn't start).

I also think auto-apportionment language would be valuable, but it's less clean to write.

I think there's language that could make a substantive difference: saying the ICA rescission provisions don't apply to this FY; clarifying there is APA jurisdiction for injunctive relief against impoundments, just for starters.
