There are other factors as well working against filtering, but this all comes to why tenant advocacy orgs have cited multiple findings that find that filtering as a rent-control tactic is basically ineffective, and why affordable housing and tenant advocacy groups generally oppose YIMBY proposals.

5. This one is really critical: just because they have vacancies doesn't mean landlords will lower rents. Your own earlier bar graph perfectly illustrates this. Because this graph doesn't list "net profit" in its figure, the only profit margin segment listed is this "equity investors" one:
