There are hard powers in these roles that are statutory, and then there are soft powers of situational management and relationships.
Can he force it? I don’t know what he has on who, but he can certainly convince his own whip to vote another way.

He is. Just comes with the job. Whether he supported it or not is irrelevant, though I believe he did, I think it is a failure of leadership and the including of sacrificial lambs all avoiding any electoral challenge only solidifies the point that this was strategic.

I don’t trust Schumer to lead the caucus and many don’t, that’s just the end of it. I felt this way after the first CR, this only sealed it thanks. It’s not one action, it’s a pattern of failing to execute the office effectively.
